New Data Fields in Senior Corps Progress Report
Transition from FSR to FFR and PPR
Transition to the FFR

Beginning January 2009 CNCS grantees will use the OMB approved Federal Financial Report (FFR) in eGrants to report expenditures of grant fund, rather than the Financial Status Report (FSR) used previously for this purpose.

The FSR fields used by Senior Corps grantees to report demographic information have been moved to the Progress Report.

The following information illustrate where Senior Corps grantees will find the Demographics Information fields that are now on the Progress Report in eGrants, along with the help text.

FGP and SCP grantees will find two additional data fields that will be used to determine compliance with the Direct Benefit Ratio requirement for the stipend programs. These lines appear in eGrants for FGP and SCP grants only.

Look for the new fields in the Demographic Information section of the Progress Report.

New Demographic Fields– FGP/SCP Only

Direct Benefit Ratio Requirement (FGP/SCP) Volunteer Expense (Non-Federal) Cumulative Expenses to-Date

Definition:   This amount reflects the non-federal *cumulative total of the volunteer support expenses (those expenses that were incurred and are listed in Section II: Volunteer Expenses on the approved budget). These are the costs that are directly paid to the volunteers and make up the numerator of the Direct Benefit Ratio calculation. On the previous FSR this amount was entered on line 10 (b) 2. This amount should be provided by the sponsor organization fiscal staff.  Enter a dollar amount in this field; not a ratio.

Direct Benefit Ratio Requirement (FGP/SCP) Volunteer Expense (Federal) Cumulative Expenses to-Date

Definition:   This amount reflects the federal *cumulative total of the volunteer support expenses (those expenses that were incurred and are listed in Section II: Volunteer Expenses on the approved budget). These are the costs that are directly paid to the volunteers and make up the numerator of the Direct Benefit Ratio calculation. On the previous FSR this amount was entered on line 10 (C) 2. This amount should be provided by the sponsor organization fiscal staff.  Enter a dollar amount in this field; not a ratio.

* *Cumulative:  The rule of thumb is:

The new FFR report expenditures (and in the case of direct benefit ratio requirement information on the progress report demographic fields) cumulatively over the 3 year performance period (the 3 year period of the grant).
