Work Plans describe the assignments of volunteers and how those assignments will meet priority community needs. While work plans all follow a standard format, they come in two forms, each with different rules: Non-outcome/impact-based, and Outcome (impact-based).
An outcome (impact-based) work plan comprises a task plan featuring action steps, designed to address a specified community need over the length of the grant.
A separate outcome (impact-based) work plan is required for each service category. If volunteers for a given service category will be deployed in different ways, you may want to submit more than one work plan for that service category. (Most applications contain between eight and twelve separate work plans, including those for performance measures, which are described below.)
All fields appearing on the Work Plan secondary page must have valid information entered for outcome (impact-based) work plans.
All volunteers who serve in outcome/impact-based assignments must be accounted for in the work plans in this section.
For RSVP A Senior Corps program that coordinates volunteer service efforts for those 55 and older through a nationwide network of more than 65,000 nonprofit organizations and public agencies serving as placement sites, or “volunteer stations.” The activities of the volunteers who serve through RSVP vary according to community needs. , 50 percent of all volunteers must be placed in outcome/impact-based assignments.
For FGP Foster GrandParents, a category of Senior Corps volunteers. One of the three National Senior Service Corps programs. Foster Grandparents devote their service to children with special orexceptional needs. and SCP Senior Companion Program. One of three National Senior Service Corps programs. Senior Companions help other seniors live independently in their own homes and receive a stipend. , 90 percent of all volunteers/VSYs must be placed in outcome/impact-based assignments.
A set of outcome-based work plans must have at least three performance measures selected, using the following guidelines.
At least one performance measure must be an Accomplishment/ Output The amount of product or service delivered (e.g., the number of students tutored) .
At least one performance measure must be an End Impact/Outcome.
The set's performance measures must be contained in only one or two work plans, although the set may contain other work plans that have no performance measures.
Each grantee An organization that has been awarded a grant will be held accountable for achieving its performance measures within the planned period of accomplishment.
Each performance measure must include an Indicator, Target, and How Measured (instrument).
A non-outcome/impact-based work plan is used to record service performed by Senior Corps volunteers for which an impact or outcome will not be calculated or measured.
Non-outcome/impact-based work plans require valid information to be entered in only the following fields on the Work Plan secondary page:

Service Category
Total number of volunteer stations where volunteers will serve
Total number of volunteers for this work plan
Service Activities
Planned Period of Accomplishment
N/A should be entered in all other sections.
Open the Work Plan page. Existing work plan descriptions are displayed.
Click the view /edit button located next to the work plan that you wish to update. The Work Plan secondary page opens, displaying details of the work plan you selected.
Edit the work plan as required.
Note: If editing an Outcome (impact-based) work plan, you'll need to adhere to the rules described in the Outcome [impact-based] section at the top of this help topic.
Click save & close. Your changes are saved and the Work Plan secondary window closes. If your changes affect any of the information shown on the Work Plan page, it is updated.
Part 1: Description of Work Plan and Statement of Need
Open the Work Plan page.
Click Create a New Work Plan. A secondary (popup) window opens.
Select an issue area that relates to the service category you plan to create, using the Issue Area dropdown menu. The page expands to show other fields.
Select a service category using the Service Category dropdown menu. The choices displayed in this list are generated based on your previous selection in the Issue Area field.
Type in the Total # of volunteer stations where volunteers will serve field the number of locations from which volunteers who will serve in this service category will work.
Type in the Total # of volunteer for this work plan field the number of volunteers who will serve in this service category.
Note: All volunteers who serve in outcome/impact-based assignments must be accounted for in the work plans in this section.
For RSVP, 50 percent of all volunteers must be placed in outcome/impact-based assignments.
For FGP and SCP, 90 percent of all volunteers/VSYs must be placed in outcome/impact-based assignments.
Type in the Total # of people to be served field the number of persons you anticipate being served in this outcome if this work plan involves direct service.
Click Go. The page expands to show other fields. (To view directions for entering data in the newly visible fields, open the Part 2: Action Plan expanding section of this help topic.)
Enter or paste into the Community Need field a description of the compelling need that will be impacted by the service. (If you are creating a non-outcome/impact-based work plan, type N/A in this field.) (If pasting material from a word processing program into any eGrants field, avoid using formatting, such as underlining, bolding, highlighting, or numbering.)
Enter or paste into the Service Activities field a description of the activities the volunteers will undertake to help meet the identified need.
Enter or paste into the Anticipated Input field a description of the resources available to help meet the identified need. (If you are creating a non-outcome/impact-based work plan, type N/A in this field.)
Using the Anticipated Accomplishments/Outputs checkbox, indicate whether the anticipated accomplishments/outputs incorporates a performance measure (for rules about performance measures, open the Outcome [impact-based] section at the top of this help topic). If you indicate that this is a performance measure, the page expands to show other fields.
Enter or paste into the Description of Anticipated Accomplishments/Outputs field a description of the volunteers' quantifiable duties intended to help meet the Community Need. Describe specific immediate outcomes or products of the service activities, such as numbers served or numbers of products produced. (If you are creating a non-outcome/impact-based work plan, type N/A in this field.)
Using a mm/yy format (such as 01/06 for January, 2006) type in the Planned Period of Accomplishment field the date by which the task or result is expected to be accomplished.
Select an indicator using the Indicator dropdown menu that best describes how you plan to quantify progress towards achieving a result. If none on the selections seem appropriate, select Other and describe the indicator in the If other, please describe field.
Type in the Target field a target number or percentage for intermediate and end outcomes.
Note: Grantees are held accountable for their actual performance against the targets entered in work plans.
Select # or % using the # (number) or % (percent) field to indicate whether the value you entered in the Target field is a number or percentage.
Select the method by which the accomplishment of the target will be determined using the How Measured field
Enter or paste into the Description of data collection process or measurement process field a description of how, when, and by whom data will be collected.
Using the Anticipated Intermediate Impact/Outcome checkbox, indicate whether the anticipated intermediate impact/outcome incorporates a performance measure (for rules about performance measures, open the Outcome [impact-based] section at the top of this help topic). If you indicate that this is a performance measure, the page expands to show other fields.
Enter or paste into the Description of Anticipated Intermediate Impact/Outcome field a description of what longer-term or permanent changes or improvements the volunteer efforts you described are expected to make to the community. These changes should be indicated in specific and measurable terms and should relate to the defined Community Need. (If you are creating a non-outcome/impact-based work plan, type N/A in this field.)
